This pamphlet forms the basis of the Presidential Address to the Workers’ Educational¬†Association (WEA)¬†annual conference in 1943.¬† It was given by the education reformer R H Tawney.

Tawney was a committed education reformer and was one of the main campaigners for the 1917 Education Act of H A L Fisher, he recognised the limitations of that act and consequently argued forcefully for what became the 1944 Education Act, or ‘the Butler act’, being guided through parliament by R A Butler, the Conservative MP.
